How do i get my neighbor's cat AWAY from my home?! HELP!?

I love animals. I own two really cute doggies. I'd like to think of my home as a sanctuary. I let birds, ducks, frogs everything reside peacefully in my gardens and trees. However this one neighbor's fat black cat is pure EVIL! For years its been killing birds and lil animals. But yesterday was the last straw. It knocked down a couple fledgling birds and horrifically mutilated them by twisting their heads off and eviscerating them. It was obviously done just for the hell of it. It was a bloody terrifying mess. After witnessing this enough is enough. NO MORE CATS! How can I get only cats to stay out of my yard? I have dogs too so I don't want to bother them. Preferably non-lethal tips please.
