Had a problem at a hotel, does this sound sketchy to you? how could i be accused of this?

Hire a lawyer, but that may not do any good since you already payed the fine. What would probably help is if you complained to the Best Western Corporate offices about the excessive fees and threaten to bar anymore business with the hotel branch. They may credit you the fees for a future stay.
