Was the billions spent on so-called 'stimulus' really to help the american people?

I believe that over $700 billion of the stimulus was a down-payment for health-care. and we wonder why it hasnt helped the economy. This is why when the Democrats claimed that health care would save us "several billion dollars" over the course of 10 years it was because there was already $700 billion devoted to it that is a sunk cost.
